100% just decent friends / comrades (not even good friends). I don't get why people end up having this head-canon that they are inseparable. Raccoon didn't even used to hang out with Fennec until the hat quest. The series show them getting along as well as Arupaka with Toki or Moose and her crew (except Shoebill).
