She's forced to take action and takes it with unwavering determination. Instead of asking for help she tries to set things right with her own strength, which isn't lacking. If she becomes a part of some group (the good guys), she has some trouble with it initially. And even then, she has a tendency to try to go solo, or is too hard-headed.
On a deeper moe level, she's skilled in the world of things (or Reality, or how did Ringo Roadagain put it, again?), but shuts herself out socially. That creates a sense of proper tragedy - self inflicted, and befalling a gifted person - even if in the story it's just the "tragedy" of being slightly lonely. But focusing inward and on things instead of people also creates a sense of purity that pairs well with her determination. It's funny that this is a central theme in both Utena and Madoka, but none of those characters became my favorites.
There's an undeniable aspect of power and aggression, too, so maybe there's a masochist angle to how I like my characters. But my favorite male character could well be Char Aznable, who also fits most of the description, and my waifu (not in the picture) would make a poor mistress, so I don't know.
