The OP has a few bad moments, and the episode itself wasn't too bad with only a couple areas..... but then the ED started.

Compression is a tool, and when used properly is a very helpful tool.

Due to the shitty codec and compression used by the source, there is no value in using a .png screenshot of a super lossy source. The image will end up being the same quality, and it will use up much more valuable hard disc space.

Was it compressed like that on Leopard Raws or were those screencaps just from the first release?

I liked this show so much I started reading the manga, I'm about halfway through the chapters that are out. I think it's a really nice adaptation.

I agree that the compression is awful (which is one reason why I've been reading the manga, along with the fact that I wanted to see what happens next). In some versions even the audio has that weird crackle of degraded audio due to compression.

Despite that, it's actually a really beautifully animated show - Certain parts will be really neat to see especially the idol sequence, providing they get that far. The opening and ending are nice as hell. The show itself looks really similar to the manga.

Come to think of it, Kakegurui is basically Kaiji mixed with Medeaka Box and I liked both of those shows.

Seems like not too long ago I was watching a lot of stuff at below 480p from DDL sites mainly because of bandwidth issues. The future looks bright.

the source is the TV station airing it, and the station uses the shitty mpeg 2 that stopped being sufficient once 480p DVDs were surpassed. It can't handle large color changes, such as a scene change or flash of light that occurs over the course of a couple frames.
