Not really, that's like saying glasses and sun glasses are the same.
Parasol tend to be made of lighter wight materials, materials that wouldn't help much in the rain.
It's essentially a portable shade.
Some women would carry them around simply as an accessory. (but not anymore becuase all women now think 'class' is just something school related)
One place I used to work had large metal Parasols that were intentionally built full of holes.
Parasols may also come in a variety of styles, some rather elaborate.
Umbrellas can also be used for blocking the sun(this is why you don't see Parasols sold in many places) but they aren't built with that in mind.
They're usually heavier, being built to withstand heavy rains that can be rough on the Umbrella.
styles are usually very dull, with solid colors and frankly tend to all look alike.
