Usually they start in the native language and make a transition to English, and/or will have a simple reason for it, such as the person knowing English, but even then they still have accents to some degree.
Feather more, ikoku meiro was hella damn confusing for the first few episodes, because of the character claiming not to know french, while everyone was speaking Japanese. and she did speak a little Japanese at first, but turns out that was french... wtf?
You know what I think, I think they just have a really hard time finding anyone to do voice work in languages other than Japanese, and in most cases, they demand way too much money, or flat out suck.
