I listen to anime OSTs sometimes but in this day of an OP, an ED and 18 tracks of incidental drivel I usually stick to the singles that come out for the series and stay away from the OSTs themselves; unless there are several OPs, EDs, & character songs on the soundtrack and provided that they are not the dreaded "TV-size" versions. I have occasionally picked up OSTs for series I'm not following if the music is being done by an artist I am a fan of, but that's a kinda rare occurrence - mainly due to the amount of stuff I watch every season.
There are a handful of seiyuu that I think have made the transition to music successfully. They're the obvious choices: Nana Mizuki, Kotoko, Aya Hirano, Yui Horie, Shoko Nakagawa, Yui Sakikabara. I think most of the records by these seiyuu stand by themselves as accomplished pop music and I do follow them pretty closely.
